Hi. This is Navneet Singh Chauhan. Below are my suggestions for reducing air pollution in Delhi and other polluted cities.
Also I have a say on "Odd - Even" formula that it can be a temporary solution to the problem but not a permanent one; Because if today Odd Even is accepted solution then in future another mathematical combination can be a solution like vehicle number ending with 1 to run on 1st, 2 to run on 2nd and 9 on 9th and 0 on 10th of month and 1 again on 11th and so on..! At the end such solutions will add more vehicles to the street as those who can own more vehicles will buy it. This will also promote corruption as people will buy the numbers from RTO to ensure that their new purchase is worth.
Possible steps to be taken to reduce pollution
1. We need to Focus more on "e" viz. eBikes, eCars, e-Rickshaws with government incentives.
We already have electric vehicles available in markets like Yobykes, Mahindra e2o cars and some more. Government is also offering some subsidies on Electric Vehicles. In city like Delhi we need to move a step ahead. We can offer incentives on buying these vehicles and government should come up with replacements or exchange offers on these vehicles. Like you get a good deal by exchanging your petrol / diesel car with an electric car or exchanging bike with an ebike. And these vehicles can be sold out outside Delhi area where pollution is not a major problem yet or government may scrap and recover money
2. More focus on development of Roads and Highways. We can Bypass trucks whose destination is not Delhi from alternate routes so they do not pollute delhi
3. More dedicated roots for buses and focus on Delhi Bus Rapid Transit System. We can run Double decker buses and provide comfort and faster journeys to passengers which will make people to keep their personal car home.
4. Focus on CNG cars, ensure CNG gas availability and distribution.
5. Strict Pollution Standards and ensuring the implementation is done and all vehicles on street have PUC certificates. Also BS-V (Bharat Stage-V) should be implemented asap.
6. More Focus and Development of Metro Railways,
7. Rope way communication to be developed where ever possible.
8. Pollution by farmers needs to be controlled, Farmers must not be allowed to burn their crops. Also those burnt crops could be utilized instead of burning. Government can offer free cutting facility and carrying away service to farmers in return of the crops which are burned. This will give more employments as well. NREGA can be used for the same.
9. Don't forget the basics - Grow More Trees. We can also have SFZ - special forest zone just like we have Special Economic Zones

11. Dedicated lanes for bicycle to ensure safety and promote travelling on bicycle.
